Job Description:
The Central Valley Water Board is searching for a Water Resource Control Engineer to work in the Discharge to Land (Non-15) Permitting Unit in their Rancho Cordova Office.
DUTIES: Under the direction of a Senior WRCE, the WRCE will prepare new or updated waste discharge requirements, monitoring programs, reporting schedules and, when appropriate, enforcement orders. Specific duties include: Review reports of waste discharge requirements, and water reclamation requirements for completeness and adequacy. Review technical reports and CEQA documents, prepare appropriate correspondence, and write original technical and staff reports. Review design criteria for waste water treatment facilities and perform evaluations of engineering reports and engineering data relating to the design and construction of domestic, food process and industrial facilities and treatment systems. Evaluate groundwater and wastewater monitoring data, evaluate the adequacy of monitoring well installation work plans, and soil and groundwater investigation work plans with respect to site-specific environmental conditions, analyze data reports to determine flow rates and hydraulic and/or waste loading rates, and conduct facility inspections to write waste discharge requirements. Where necessary, the WRCE applies knowledge and judgment to clarify or interpret Regional Water Board policy, plans, and objectives and determine appropriate physical, chemical, and/or biological limitations for inclusion in the waste discharge requirements to be presented to the Regional Board for adoption. The WRCE makes presentations to the Regional Water Board, and participates in meetings with stakeholders, technical staff from other agencies and consulting firms. The WRCE uses principles of environmental, chemical, sanitary, and civil engineering as they relate to the treatment of wastes and make engineering evaluations for the implementation of sound engineering practices.

MINIMUM QUALIFICATIONS: Applicants must have excellent verbal and written communication skills and posses the ability to work cooperatively and promote partnerships with internal staff, representatives of government agencies, and private entities. The candidate is expected to be courteous and provide timely responses and follow through on commitments. Applicants must also have the ability to work independently, accomplish field investigations, organize and set priorities on assignments, meet deadlines and be proficient with computer applications (Excel, Word, and Power Point, etc.). Applicants must be able to perform field inspections.

DESIRABLE QUALIFICATIONS: The most qualified applicants will have
knowledge and/or experience in engineering relative to water quality, including domestic, food process and industrial waste water treatment practices and soil, groundwater and surface water investigations. Applicants should possess the ability to evaluate engineering design and construction of wastewater treatment facilities, to evaluate groundwater and wastewater monitoring data, to problem-solve, to provide engineering alternatives and solutions, have knowledge of water quality chemistry and geochemistry, and to consistently apply good judgment in analyzing water quality issues. Project management skills should include the ability to manage multiple projects and multiple deadlines. Applicants should have knowledge and understanding of State and federal laws and regulations related to discharge of waste to surface and groundwater. They should also have the ability to handle difficult and controversial issues in a professional manner; and draft sensitive responses to the public and local government contacts. Professional engineering registration in the State of California is desirable, if not licensed the candidate should be willing to work toward licensing.
