The Division of Financial Assistance (Division) is seeking
two engineers to fill vacant full time Water Resources Control Engineer (WRCE)
positions in the Division.
DUTIES: Under the supervision of a Senior Water Resources Control Engineer, the incumbent will act as a team member and project manager in the Loans and Grants Section of the Division, working on water quality capital improvement projects, proposed by various agencies and organizations, and funded by State and Federal loan and grant programs.
As a team member, the incumbent will assist with the
development of guidelines, policies, and procedures for the implementation and
management of new loan and grant programs.
The team member will review project applications and exercise good
judgment while making recommendations for approval, disapproval, or
modification of projects to be approved for financial assistance. The incumbent may also prepare fact sheets,
web updates, and agenda items for Division or State Water Resources Control
Board (State Water Board) approval.
As a Project Manager, the incumbent works with the applicant’s
authorized representative and consultant(s), during the project planning,
design, construction/implementation, and closeout phases to ensure timely
project completion. The Project Manager
will coordinate with revenue program staff to determine adequacy of draft and
final revenue documents, and approve invoices related to their project(s).
The incumbent will be expected to travel throughout the State to assist potential loan and grant applicants with the application process and to follow-up with grant and loan recipients to verify project completion within the project schedule and in compliance with program guidelines.
NECESSARY QUALIFICATIONS: The applicant must be reachable or qualify for the WRCE classification. Range D applicants must be Professional Engineers in California. Current reemployment, SROA and surplus provisions will be followed. Priority will be given to individuals with current reemployment, Super SROA and surplus status.
DESIRABLE QUALIFICATIONS: Knowledge of engineering and water quality theory and principles. Ability to organize, set assignment priorities, meet deadlines, maintain reliable attendance, and apply good judgment. Excellent writing and oral communication skills and experience with computer applications are highly desired.
